The department tried to fix the system on several occasions this summer, according to Russo. The repairs decreased the number of communication failures, he said, but didn’t resolve the problem completely, in part because the system is so complex that it is difficult to diagnose the exact cause of the problem. Because of the system’s age, replacement parts are hard to come by; police had to order spare components from eBay or borrow them from the county, Russo said.
